The significantly increasing divorce rate in Jember Regency has become a serious issue caused by various factors, ranging from economic problems to domestic violence. As a countermeasure, the government has mandated the Marriage Guidance (Bimwin) Program for prospective brides and grooms. This study aims to examine the urgency of the Bimwin Program in supporting marriage readiness and how its legal obligation is implemented at KUA Gumukmas. This study uses a qualitative approach with a juridical-empirical type conducted through field research. Data collection was carried out through interviews, observation, and documentation. The results show that the Bimwin Program holds immense urgency as a preventive measure to minimize divorce rates by equipping prospective couples with marriage insights, mental readiness, and emotional maturity. In terms of legal implementation, KUA Gumukmas strictly enforces this obligation as an absolute requirement for issuing a marriage book. This policy has proven to be more than just a bureaucratic formality; it is a preventive effort and a crucial foundation for family resilience, with its implementation aligning with the values of maqashid al-syari'ah
